The assault shattered assumptions about Israeli intelligence and border security—and set in motion one of the most technologically advanced military campaigns in modern history. What unfolded in the months that followed was not only a war in Gaza but a global demonstration of what artificial intelligence looks like when it is fully integrated into the machinery of armed conflict.
Behind the airstrikes, ground operations, and pervasive surveillance lay a less visible but equally consequential force. Within weeks of the initial attack, reports emerged that the Israeli military was deploying AI systems—known internally as “Lavender” and “The Gospel”—to identify targets, generate kill lists, and anticipate the movements of Hamas operatives. These tools, developed by Israel’s elite signals intelligence unit and sustained through partnerships with American technology giants, were not merely tactical conveniences. They were real-time experiments in how AI reshapes warfare.
Israel’s use of AI in Gaza is more than a tactical innovation. It represents a global inflection point in how wars are fought, who is held accountable, and what rules—if any—govern the role of machines in decisions about life and death. As other nations watch, learn, and adapt, the questions raised by Israel’s AI revolution have become urgent well beyond the Middle East.
How should international law govern AI-driven warfare? What happens when algorithms displace human judgment in targeting decisions? Who bears responsibility when an AI system makes a fatal error? And what does it mean for global security if a single small nation becomes the world’s primary laboratory for military AI?
This series will work through those questions, examining the legal, ethical, and geopolitical dimensions of Israel’s emergence as an AI hub—and asking what it portends for the rest of the world. This piece sets the stage.

Section 1: How Israel Became an AI Powerhouse
The Military-Tech Ecosystem
Israel’s position as a global leader in military AI did not emerge by accident. It reflects decades of deliberate investment in a distinctive ecosystem—one that fuses military necessity, technological innovation, and strategic commercial partnerships in ways few other countries have managed to replicate.
At the center of that ecosystem is Unit 8200, Israel’s elite intelligence unit specializing in signals intelligence, cybersecurity, and increasingly, artificial intelligence. Often compared in scope and influence to the American NSA, Unit 8200 has served as both a talent incubator and a direct pipeline from military service to commercial innovation. Its alumni have founded some of the world’s most consequential cybersecurity and AI startups, creating a feedback loop between Israel’s defense establishment and its booming tech sector.
What distinguishes Israel’s AI development from that of most other nations is the access to live operational environments. Ongoing conflicts in Gaza and the West Bank have served as a continuous testing ground—real-world laboratories where AI tools are deployed, refined, and re-deployed in ways that peacetime militaries cannot replicate. The systems that emerged from this process are striking in their ambition and their implications.
“Lavender” functions by assigning risk scores to individuals based on suspected ties to Hamas, effectively generating a ranked list of potential airstrike targets. “The Gospel” operates at the level of infrastructure—recommending buildings, tunnels, and other physical targets for bombardment, processing data from multiple intelligence streams at speeds no human analyst team could match. During the Gaza war, the Israeli military reported striking up to 250 targets per day, a pace made possible only by AI-assisted target generation. Alongside these systems, AI-driven facial recognition and behavioral analytics tools were used to track more than a million Palestinians across Gaza, drawing on data from phones, cameras, and social media.
The result is a military apparatus capable of generating—and acting on—targeting decisions at industrial scale.
The U.S. Connection
Israel’s AI capabilities do not exist in isolation. They are substantially amplified by the country’s strategic alliance with the United States, which provides not only $3.8 billion in annual military assistance but also deep technological and corporate infrastructure.
Project Nimbus, a $1.2 billion contract between the Israeli government and both Google and Amazon, provides cloud computing and AI services to Israel’s military and civilian agencies. The deal has provoked significant internal protest at both companies, and employees who raised objections have faced disciplinary action. Nevertheless, Nimbus remains a cornerstone of U.S.-Israel AI collaboration.
More recently, Israel became the first country to formally sign onto the U.S.-led Pax Silica initiative, a partnership framework focused on securing AI supply chains and deepening cooperation in AI research, quantum computing, and defense technology. The January 2026 agreement embeds Israel more deeply than ever in the global AI infrastructure—at exactly the moment when the ethical and legal debates around military AI are intensifying.
The relationship between U.S. technology companies and the Israeli military extends well beyond formal contracts. Microsoft, Google, and Amazon have all seen significant growth in the operational use of their AI tools by Israeli forces during the Gaza campaign. That involvement raises questions that none of these companies has fully answered: at what point does providing cloud infrastructure make a technology firm complicit in military operations? And what does it mean for global AI governance that some of the world’s most powerful AI platforms are being stress-tested in active conflict zones?
The Export Machine
Israel does not merely use AI in warfare—it exports it. The country is among the world’s leading arms exporters, with AI-driven surveillance and military technologies sold to dozens of nations, including governments with poor human rights records.
Companies like NSO Group, known globally for its Pegasus spyware, and Elbit Systems, a major drone manufacturer, have become emblematic of a broader pattern: technologies developed and refined in Gaza are repackaged for commercial and government markets worldwide. Surveillance tools tested against Palestinian populations have found buyers in authoritarian regimes seeking to monitor dissidents and journalists. Autonomous drone systems are being adapted for law enforcement. Predictive analytics tools migrate from military targeting to border control to urban policing.
This export dynamic gives Israel’s AI revolution a reach far beyond its own conflicts. When those technologies spread—and they are spreading—the ethical questions they raise travel with them.

Section 2: The Controversies
The Civilian Harm Problem
The AI systems deployed in Gaza have generated serious and well-documented concerns about civilian casualties. The +972 investigation, based on testimony from six Israeli intelligence officers with firsthand involvement in AI-assisted targeting, reported that Lavender operated with an error rate of roughly ten percent—meaning approximately one in ten targets flagged as militants was in fact a civilian. The Israeli military has disputed aspects of that characterization, but has not provided an independent accounting of civilian casualties from AI-assisted targeting. Whether or not the precise figure holds up to scrutiny, the broader point stands: even a modest error rate, applied to hundreds of daily targeting decisions, compounds into significant civilian harm.
Critics have also raised concerns about what military insiders described to +972 as “rubber stamp” approvals—a process in which human operators confirmed AI-generated targeting recommendations after as little as twenty seconds of review, with the only mandatory check being that the marked target was male. If the human role in lethal decision-making is largely performative, the legal and moral significance of that human involvement becomes deeply ambiguous.
Israel’s military classifies most of its AI programs, making independent oversight nearly impossible. Internal reviews exist but are not publicly disclosed. The combination of industrial-scale targeting, documented error rates, and minimal transparency has prompted sustained international criticism—and has made Gaza one of the most scrutinized AI-assisted conflicts in history.
The Legal and Accountability Gap
Existing international humanitarian law was not designed with AI in mind. The core principles of the laws of armed conflict—distinction between combatants and civilians, proportionality between military advantage and civilian harm, and precautionary measures to minimize collateral damage—all presuppose human judgment at critical decision points. When an algorithm selects a target, those principles do not neatly apply.
The accountability question is equally unresolved. If an AI system makes a targeting error that kills civilians, who bears responsibility? The developers who built the model? The military commanders who authorized its deployment? The soldiers who approved its outputs? International law currently provides no clear framework for assigning accountability in AI-assisted warfare, a gap that is only growing more consequential as these systems proliferate.
Technology companies present a further complication. Google, Amazon, and Microsoft profit from military AI contracts, but their published ethical guidelines typically either exclude defense applications or treat them as exceptions. The question of whether private firms can be held accountable for enabling potential violations of international law remains largely unanswered—and largely unasked in corporate boardrooms.
The Geopolitical Stakes
Israel’s AI model is not remaining contained. Its tools are already being studied, adapted, and in some cases directly acquired by other militaries. The normalization of AI-assisted targeting—the quiet acceptance that algorithms generating kill lists is simply how modern warfare works—sets a precedent with global implications.
The United States’ role in this process deserves particular attention. American diplomatic support, military aid, and technology partnerships have all contributed to Israel’s AI capabilities. That involvement raises questions about U.S. complicity in any resulting abuses, and about the coherence of American policy in a domain where it simultaneously champions AI ethics internationally and underwrites AI-driven warfare in practice.
If Israel’s model becomes the global standard—and there are real reasons to think it might—the future of armed conflict will look very different from the one most policymakers are preparing for. Whether that future is governed by meaningful international law or by the logic of technological competition is a question that remains genuinely open.
